NCLC 5 French in Canada: Which Immigration Routes Use It?
Compare the actual NCLC 5 French rules for FCIP, Canadian Experience Class, skilled trades and second-language evidence, with a four-skill decision example.
NCLC 5 is a program-specific French threshold, not a general Canadian immigration pass mark. It is the minimum in all four abilities for the Francophone Community Immigration Pilot (FCIP), and for Canadian Experience Class applicants whose qualifying work is in TEER 2 or 3. Other routes ask for different skills or levels. This guide helps you identify the rule before choosing an exam.

The Express Entry French-language category requires NCLC 7 in all four abilities in addition to Express Entry program eligibility. NCLC 5 does not meet that category's language condition. See our NCLC 7 guide for that separate decision.
A worked four-skill check
Imagine an official result reports speaking 6, listening 5, reading 5 and writing 4 on the NCLC scale. For FCIP, the writing result is below the NCLC 5 floor; the other three results cannot compensate. For the Federal Skilled Trades language minimum, this same pattern meets the stated speaking/listening 5 and reading/writing 4 pattern, but says nothing about the applicant's trade eligibility. For CEC in TEER 2 or 3, the writing result is below the all-four minimum. These are illustrative levels, not an assessment of a real person.
How to check your own report
- Write down the exact program and, for CEC, the TEER of the qualifying job. Do not assume an FCIP community profile changes the federal language rule.
- Use an approved test version. IRCC lists TEF Canada and TCF Canada for the French routes above. A course placement level or an unapproved Québec-only test is not an Express Entry test result.
- Read speaking, listening, reading and writing separately. For TEF Canada, IRCC tells Express Entry users to enter the Équivalence ancien score column, not the Score / 699 column. Use IRCC's current table for each ability or our TEF and TCF chart guides as reading aids.
- Check the result date. Express Entry requires results less than two years old when the profile is completed and when the permanent-residence application is submitted. The FCIP page has its own application-stage instruction.
For a person unable to complete a test section because of a disability, IRCC publishes a specific averaging procedure on its Express Entry language page. Follow that official process rather than applying the ordinary four-result example mechanically.
What to practise if one skill is below five
Use the weak ability as a diagnosis, not a label for your whole French. If writing is the blocker, practise completing a full original prompt under the provider's current instructions, then check whether the purpose, audience and required content are present. If listening is the blocker, keep a short error log separating missed detail from missed main idea. A mock score cannot certify NCLC 5. An approved result and IRCC's conversion decide the official level.
