Timmins FCIP: Regional Employers, Priorities and Intake

Timmins FCIP is a regional, employer-led route with its own occupation list, a combined RCIP/FCIP employer PDF, and scheduled recommendation intakes. The key reading skill here is to check the PDF's "Pilot Designated Under" column: RCIP-only designation does not establish FCIP designation. This guide follows the Timmins Economic Development Corporation's current local steps.

The community is wider than Timmins city

TEDC says its regional pilots include partners in Hearst, Kapuskasing, Cochrane, Kirkland Lake and Temiskaming Shores, alongside Timmins. This does not make every job anywhere in northeastern Ontario eligible. Open TEDC's boundary map link and check the actual worksite before using a regional employer name as evidence.

TEDC publishes separate 2026 occupation lists for RCIP and FCIP. The FCIP list includes, for example, administrative assistants (13110), registered nurses (31301), early childhood educators and assistants (42202), welders (72106), and nursery and greenhouse labourers (85103). TEDC's June 2026 update removed electricians (72200) from the FCIP priority list and added nursery and greenhouse labourers (85103). That is why an older list or an RCIP column can mislead you. TEDC says an employer may discuss a case-by-case exception for an occupation outside the list, but only the programme can decide that; do not treat it as automatic eligibility.

Use the combined employer PDF correctly

The designated-employer PDF has three types of entries in its "Pilot Designated Under" column: RCIP, FCIP, and RCIP/FCIP. For an FCIP offer, look for FCIP or dual designation. The PDF also marks some names "not hiring." For instance, it lists Foyer des Pionniers as not hiring, while its programme column includes dual designation. Both facts matter: designation alone is not a current job opening. The PDF's July 7 update date is a snapshot, not a promise that a vacancy is still open today.

TEDC says the pilots do not match candidates with jobs. A candidate must obtain full-time permanent employment with a designated employer in the regional priorities and verify the exact offer. The designated employer then provides the FCIP offer form and submits a local recommendation application; a regular application to a company does not do that by itself.

The next posted FCIP recommendation window

On September 29, TEDC's page shows the September 21-25, 2026 FCIP intake as past and October 26-30, 2026 as the next listed FCIP intake. TEDC says employers submit recommendation applications through a separate FCIP portal during the listed intake periods. Its July 2026 update warns that an FCIP file sent to the RCIP portal will be declined. Ask the employer to use TEDC's live instructions; do not send your own application through a guessed portal link.

TEDC places complete eligible FCIP applications scoring at least 50 points into a local candidate pool, then further assesses higher-ranking applications through its committee process. This is a local selection threshold, not an IRCC language score, an automatic recommendation or a PR guarantee. TEDC also says an unselected file can remain in the pool for up to six months. Check its current scoring grid and intake notices if a prospective employer is ready to file.

A Timmins-specific candidate checklist

• Find the worksite on the regional boundary map, especially if the employer has several northern locations.
• Compare the offered duties to TEDC's current FCIP priority occupation, including any later programme update.
• Read the employer PDF's pilot-designation column and hiring note, then independently confirm a real opening.
• Check IRCC's offer rules: location, at least 30 paid hours weekly, year-round work, no end date and the required relationship to qualifying experience.
• Prepare TEF Canada or TCF Canada evidence showing at least NCLC 5 in each French ability. IRCC requires test results less than two years old when applying.
• Confirm the employer will submit the recommendation file in a valid FCIP window. A community recommendation only permits the next IRCC PR application step; it does not approve PR.
