Superior East FCIP: Communities, Employers and Worker Steps
A local guide to Superior East's FCIP towns, priority occupations, employer list, job-search contact rules and employer-led recommendation process.
Superior East FCIP covers a group of Ontario communities, not a single town. The Superior East Community Futures Development Corporation (CFDC) publishes the region's priority occupations, a designated-employer list and separate instructions for workers and employers. Use those three pieces together: a priority occupation and a designated employer still do not make a job vacancy or community recommendation.
Check the specific community and worksite
The Superior East page describes a region including Chapleau, Dubreuilville, Wawa, White River, Hornepayne and Manitouwadge, as well as surrounding First Nations. It is easy to see a regional employer name and assume any branch qualifies. IRCC's job-offer rule requires the offered work to be within the participating community boundary, so ask the employer and CFDC to confirm the exact worksite and applicable boundary before relying on the offer.
The local priority list is unusually varied. It names licensed practical nurses (NOC 32101), elementary school teachers (41221), line cooks (63200), welders (72106), underground production and development miners (83100), and labourers in wood, pulp and paper processing (95103), among other jobs. That range reflects local priorities, not a current vacancy inventory. Compare the real duties with the five-digit NOC; an attractive job title is not enough.
What the official employer list shows
CFDC lists, for example, Chapleau Health Services, GreenFirst Forest Products, Subway Wawa and Superior Children's Centre as designated employers. Its page explicitly labels Pepco Corporation "Not Hiring at this time." Other names without that label should still be checked for a real, current vacancy. The live employer page is more useful than a copied roster because designations and hiring notes can change.
There is an important contact distinction. CFDC's FCIP overview says do not use its general website email for job inquiries; candidate job inquiries should go to the employer. Its employer page says the pilots do not match candidates with jobs. Research an employer's own recruitment channel, then apply for an actual position. The CFDC's programme channel is for programme and employer-designation matters, not a substitute for an employment application.
How a worker moves from offer to recommendation
- Start with the CFDC priority list and current designated-employer list. Check the occupation and worksite together.
- Find and apply for an actual opening through the employer's normal channel. A designated name by itself is not an invitation to apply under FCIP.
- Check the offer against IRCC's requirements, including at least 30 paid hours per week, year-round work, no end date and work within the community boundary.
- Give the designated employer the evidence it needs for the local file. CFDC says the employer, not the worker, submits the community recommendation application.
- Wait for the community decision. If recommended, use IRCC's PR Portal instructions for a separate permanent-residence application. Neither the offer nor the recommendation is federal approval.
Federally, FCIP requires at least NCLC 5 in each of French speaking, listening, reading and writing. IRCC accepts TEF Canada or TCF Canada and requires results less than two years old when applying. The other federal requirements include qualifying experience or an applicable exception, education evidence and settlement funds or an applicable exception. What is not confirmed on the checked local pages
CFDC's worker and employer pages explain the process but do not publish a clear dated next recommendation intake or a live count of remaining spaces. Do not infer that applications are accepted on any particular day from the presence of an employer list. If you already have a supported offer, use the CFDC's live FCIP page or ask the employer to confirm the current submission arrangement before assembling a time-sensitive file.
