St-Pierre-Jolys FCIP: Employers and a Priority-List Conflict
Understand St-Pierre-Jolys FCIP employers, CDEM's recommendation steps and why conflicting official occupation lists need direct confirmation.
St-Pierre-Jolys FCIP has a short designated-employer list and an employer-led recommendation process, but its two official local websites currently disagree about priority occupations. Use the Village's employer link and the CDEM programme instructions to find the route, then confirm the exact NOC with CDEM before treating an occupation as eligible.
Who runs the local steps?
The Village says its FCIP is carried out with the Association of Manitoba Bilingual Municipalities (AMBM) and the Conseil de développement économique des municipalités bilingues du Manitoba (CDEM). It links an official boundary map and a designated-employer PDF. CDEM's fuller FCIP page explains employer designation, candidate documents, recommendation and the local scoring pool. The local contact listed there is ppicf@cdem.com. Use the boundary map to check a proposed worksite, not only its postal address or proximity to the village.
The employer list is a lead filter, not a job board
The Village's programme page links a PDF marked last updated January 21, 2026. It lists Boulangerie St Pierre Bakery, St Pierre Subway and the Assiniboine Credit Union Saint-Pierre-Jolys branch, alongside three employers explicitly marked not hiring: Garderie-Jolys (Les petites Grenouilles), Division Scolaire Franco-manitobaine - ECRB, and St Pierre Bigway. An unmarked employer is not necessarily recruiting now.
The PDF and CDEM both instruct candidates not to contact designated employers directly about FCIP recruitment. Check only their official websites or job-posting platforms for open positions. If there is a real posting, follow its stated application method. The programme does not provide a general job-offer shortcut.
Why the occupation list needs a direct check
The Village's separate priority page includes natural resources and agriculture and occupations such as accounting technicians and bookkeepers (12200). CDEM's current programme page presents five sectors without natural resources and a different occupation set, including several health professions. Both are official local sources; neither page explains which list supersedes the other. Therefore this article does not present either list as a settled exhaustive rule. Ask CDEM to confirm the precise five-digit NOC and sector for the proposed job, in writing if possible, before relying on an application plan.
Some examples overlap across both pages, such as early childhood educators and assistants (42202), welders (72106) and cooks (63200). Even an overlapping NOC only shows a possible priority; it does not create an available job or make an individual's offer eligible.
From a real posting to a local recommendation
- Locate the worksite on the Village's linked boundary map, and verify that the employer is currently designated.
- Find a genuine posting through the allowed website or job platform route. Confirm duties, NOC and the current priority with CDEM because of the list conflict.
- Check IRCC's job-offer conditions: at least 30 paid hours weekly, year-round work, no end date and a job inside the participating boundary, plus the remaining federal rules.
- If hired and supported, give the designated employer accurate evidence. CDEM says the employer submits the community recommendation application.
- CDEM says complete eligible files scoring at least 50 points enter its local pool. Entry to the pool does not guarantee selection. A recommendation certificate lets the candidate apply to IRCC, which makes the final PR decision.

- Which published priority list controls this NOC now, and is the specific position within a priority sector?
- Is the employer's current designation valid for the St-Pierre-Jolys FCIP, and is there an open job through the permitted channel?
