Kelowna FCIP: SDÉCB Recruitment Route and Employer Status

Kelowna FCIP recruitment runs through the Société de développement économique de la Colombie-Britannique (SDÉCB), which tells candidates not to contact its designated employers directly for this pilot. Its 2026 occupation document lists 25 local priorities but showed zero job offers beside every listed occupation when checked. A programme status of "open" in that document is not a vacancy. Follow SDÉCB's recruitment route and verify a real opening before treating a listed business as an FCIP opportunity.

Start at SDÉCB, not with a copied employer list

IRCC links SDÉCB as the official Kelowna FCIP community source. The local programme page provides a 2026 priority-occupation document, a candidate registration route, and the designated-employer list. SDÉCB's direction is unusually strict: candidates must use its dedicated recruitment page rather than contact designated employers directly, or no recommendation can be issued through that route. Read the current instruction before applying, because process wording may change.

The names on the list span several kinds of employer, including hospitality, health, retail, trades and community services. Examples displayed include Interior Health, London Drugs Kelowna and Centre Culturel Francophone de l'Okanagan. On the checked page, those names were labelled "not hiring at the moment." An employer's designation is permission to participate in the pilot; a vacancy must be separately verified through SDÉCB's prescribed channel.

SDÉCB's linked document lists 25 priority occupations for 2026. Examples include carpenters (NOC 72310), early childhood educators and assistants (42202), nurse aides and orderlies (33102), and accounting technicians and bookkeepers (12200). The same table has separate columns for job offers and available recommendations or status. Every occupation displayed zero job offers in the version checked. Some occupations were labelled ouvert or showed recommendations remaining; that describes programme capacity, not an advertised job. The sales and service sector was marked closed in the document's sector table.

SDÉCB says employers submit candidate recommendation files from the 15th to the 30th of each month under the document's stated intake schedule. This is an employer recommendation window, not a public job application period or a guarantee that a particular occupation has capacity. Check the live document and SDÉCB before relying on a date or remaining-place label.

There is also a language-label trap. SDÉCB's English summary uses the phrase "Level 5 CLB" for French. IRCC's controlling FCIP page requires NCLC 5 in speaking, listening, reading and writing and accepts TEF Canada or TCF Canada results less than two years old when applying. Use IRCC's French NCLC conversion tables, not an English CLB label or a course-level estimate.

A Kelowna route that follows the local instructions

1. Read SDÉCB's live 2026 occupation document and candidate-recruitment instruction. Match the exact NOC, then check the separate job-offer and programme-status columns.
2. Check the designated-employer list as a status source, then use only the recruitment channel SDÉCB directs candidates to use. A registration or expression of interest is not an employment offer.
3. For a real position, confirm the actual Kelowna-area worksite and compare its duties, NOC and terms with IRCC's offer rules. The federal offer must be within the participating community boundary, at least 30 paid hours weekly, year-round and without an end date, among other requirements.

5. Only a genuine offer from a designated employer can move into local recommendation review. If SDÉCB recommends the candidate, the next step is a separate IRCC PR application. SDÉCB's recommendation is not PR approval.

What the checked sources do not establish

The linked occupation document states a recurring monthly employer recommendation period, but the checked list shows no advertised offers in its job-offer column. The visible employer page also labels displayed names as not hiring. Its candidate Google Form displays older webinar dates, so use the programme page for current instructions rather than inferring that an event or place is still available. Neither an "open" occupation nor a designated employer proves a current FCIP vacancy.
